No, and nobody serious does. I commit to deliverables, deadlines and budget, not to a position Google alone decides. It is a frequent request, which I cost after a first look at your site.
Who writes the content in your SEO method?

Do you touch the code in an SEO engagement?
On request. Usually I hand precise specifications to your developer, with acceptance tests. Every piece of work is documented and handed to your team at the end.
